Choose LDA Avenue-I if you want a plot you can build on now, close to Thokar Niaz Baig, and can live with private water pumps. Choose LDA City if budget decides it, and only a balloted plot in a block with possession, not a file. In September 2026 a 10 marla plot averaged about Rs 1.34 crore in Avenue-I and Rs 95.2 lakh in LDA City. Both are LDA’s own schemes. The table above compares them on our seven criteria.

Avenue-I opened possession in its undisputed area, 69% of the scheme, in December 2014, then balloted plots for land affectees in 2015, 2019, 2020 and 2022. Blocks K and L were behind in December 2025.
LDA City began possession in December 2023 and had handed over more than 6,500 plots by September 2025. Unballoted files still have no date.

Avenue-I’s 10 marla average rose 129% from December 2019 to September 2026, at a steady pace. LDA City’s was nearly flat until early 2025, then more than doubled in 20 months, partly because more plots with possession are being listed alongside files. Few 5 marla plots trade in Avenue-I. In LDA City a 5 marla file’s median asking price was about Rs 31 lakh on 7 October 2026, against Rs 58 lakh for a plot.
Avenue-I has had electricity since 2015, but Dawn reported in December 2025 that there was no WASA water network, with residents running their own pumps, and that gas pipelines were missing in several streets. LDA approved Rs 4 billion for it in 2026-27.
LDA City has only 2021 approvals and orders for electricity and gas on record; we found no block-by-block confirmation.
Avenue-I is on Raiwind Road, 6 to 11 km by road from Thokar Niaz Baig depending on the block, and about 23 km from the GPO. LDA City is off Ferozepur Road, about 28 km from both.
Zameen listed 936 plots in Avenue-I and 1,319 listings in LDA City (157 of them files) on 7 October 2026. Avenue-I has had a price index since 2011 and almost no file trading.
